No, this was an interesting problem in that it didn’t show up on all ANAN-200D radios (e.g., mine was okay).  

The solution was derived by assuming that sometimes some PA/relay boards do not receive the entire data word over the SPI bus between the Orion and PA/relay board.  Unfortunately, the SPI connection between the boards is a one-way bus so normal handshaking is not possible on it, otherwise the problem could’ve been cured using handshaking.
