[hpsdr] protocol 2 for Hermes

Hi Glen, 

I apologize that I do not know definitive answers to your questions.  When I asked Phil this morning if I could assist in getting the Protocol 2 Hermes code out because of his restricted time available to work on the Hermes Protocol 2 code due to work and personal commitments, he passed the information to me and I simply passed it along without knowing much more about the specific details.  

Today I added the new features to the Hermes code that now exist in the code for the Angelia and Orion platforms and checked that the result runs on my standalone Hermes, which it does.  My hope is that this initial Protocol 2 firmware will be useful to some.  

Phil or others familiar with the Hermes issues specifically can perhaps answer the questions you ask.  Frankly, I don’t have much experience with the Hermes platform.  For this firmware development I used my early-version Hermes standalone board and have not made voltage measurements on my particular board.  

I was simply trusting that getting this code operational and available was at least a reasonable start toward getting things operational for Hermes users.  Actual users of the Hermes platform can hopefully explore the power issues and educate us more fully than my limited understanding currently allows.
