[hpsdr] Orion_v4.6_test firmware

All, 

Thank you for the prompt tests and reports, that’s enough for now.  This new timing approach isn’t going to do the trick, unfortunately;  I’ll have to rethink the issue.  

I may ask again after I work on it some more!
