[hpsdr] new Pennylane causing problems with Mercury

Hello Steve!

PennyLane 25.5 suggests it is not programmed, or at least that its 
correct firmware version is not being read.  25.5 -> 0xFF.

I am not sure what the correct firmware version is, but this is where I 
woudl look first.
