[hpsdr] Beta-preview dual-receiver *pihpsdr*

The pihpsdr program didn't support USB "as is" so it didn't work with Ozy
based Atlas systems. I've modified it (successfully) to add USB support and
sent the code to John - he will try to merge it with the new version. So if
you have an Ozy - Mercury - Penny system, it will soon be usable with
pihpsdr.
