Is it even necessary to do this in the RF or IF domains? Why not just do it
in the audio domain?

Indeed, using a DAW, and the very wide variety of compressor,
compressor/limiter, AGC and leveler plug-ins available for DAWs, it should
be possible to do a number of experiments to see how well this would work
in practice.

For JT, and the new FT, modes, I suspect you can get away with murder,
since they are primarily FSK modes. For anything with phase modulation a
phase linear compression would probably be necessary. There are phase
linear compressors available as plug-in's for DAWs.

A free, trial version of Audiomulch would be an ideal DAW to experiment in.
