[hpsdr] New Hermes code

Version 3.2 of the original protocol Hermes code is available for download from here:

https://github.com/TAPR/OpenHPSDR-Firmware/releases

This fixes an infrequent issue whereby when switching from receive to transmit the Alex relays to not operate correctly resulting in no RF output. 

Thanks to Joe, K5SO, for providing this solution.
