As high as +10dBm is just fine and won't come anywhere near damaging the
input conditioning circuit, which is a differential amplifier setup as a
sine-to-square converter. Most of the Chinese GPSDOs on the eBay market put
out +10dBm into 50Ohms, although it appears these newer versions put out
+6dBm. They all work just fine as is, right out of the box.
