[hpsdr] Another day , another language

Hi Roland,

Yes, 8th is cross platform but at the moment the dll will only compile 
on Windows because of the version of WDSP embedded in it. I think John 
Melton made a Linux version so I will crib the changes at some point and 
see if I can get it going on Linux and RPi.
