[hpsdr] windows 10 is dropping udp packages

Tnx for the reply. I was not talking about out of order of udp packages.
But anyway i solved the issue.

I updated the ethernet drivers and in the windows log no errors are
occuring anymore.

P1 and powersdr is working great now with the radioberry.
