[hpsdr] TeamSpeak WARNING version incompatibility

Henry,

I was able to uninstall and then reinstall the last version I had
downloaded - and I was back to where I was before the upgrade.  Note the
teamspeak site makes it a little difficult to download previous versions -
it's best to archive off the last working build and then have it in case
something like this happens again.

I guess the server we're running the host on for our sessions apparently
needs to upgrade to a later server build version.  I imagine this will
plague us until that happens.
