[hpsdr] Pennywhistle kit or semi-kit?

Hi folks,

I ordered a Pennywhistle kit from TAPR a while back, (a few weeks before
the sale started) and when I opened it today to get started on assembly I
found it didn't contain any of the small SMD passive parts.

The kit contained a PCB, (very nice!) and two small envelopes labelled
"Envvelope 1" and "Envelope 2". One contained hardware and a couple of the
larger leaded parts, and the other contained transformers and other ferrite
bits. It also contained a pink anti-stat bag with the MOSFETS and a SMD IC,
but no SMD resistors or caps were found.

Is this normal, or should I ask TAPR about it?

I'd like to order another kit, but if I need to order the passive parts
separately I need to know so that I can order the correct number of parts
from the distributor.
