[hpsdr] Beta release of linHPSDR

Very nice John!

I enjoyed a spin around 20 meters with two receivers listening to SSB.  
It is an improvement on pihpsdr at least to me on Ubuntu 18.04.  I like 
being able to make it full screen, etc.

It also built nicely from your github source on Ubuntu 18.04.
