did you try it ?
  it have and no past layer , schematic is outdated VS production Board  
,many small error on it  ,same for Bill of material  ,no manufacturing 
file of any kind

so even if i own and operate state of the art PCB assembly shop it 
finish to trow away the blank PCB i buy from Abie , it goal is to sell 
complete radio ,not kit or Blank PCB
