[hpsdr] new PI3 B+

As a current user, my opinion is yes. I run it currently on 100mb 
ethernet and can occasionally see a short dropout. It was unusable in my 
qth on wireless, whereas PowerSDR on my laptop runs just fine wireless. 
So the improvement in network throughput both wired and wireless should 
improve it somewhat.
