[hpsdr] Pure Signal RF Sampler

Dick and ALL,

the HPA-8000B PA from Hilberling exploits a RF-Sampler consisting of a
capacitive divider of 5.6 pF and 2.7 nF followed by a 1/2 resitive
divider made with two 100 Ohm resistors.

The overall attenuation is about -60 dB with high flatness within 1.8
and 70 MHz.

I have decribed the PA and the sampler in Ham Radio magazine CQ-DL
(2-2017, 3-2017) sorry, yet only in German.
