[hpsdr] Penelope-PennyWhistle initial operation

Graham & List,

Since Graham's post I dug out my Penny Whistle and examined it.  There
are no insulators on the PA transistors.

Also, the output transformer is pretty simple, I probably did not make
the driver transformer exactly as it should have been made.  I should
have twisted the wires together with more twists per unit length.
