Walter, if you can return to protocol1 and PowerSDR works, there is probably
no issue in the bootloader section. If not, you should use an ALTERA USB
blaster to refresh the bootloader section of the EEPROM.

Thank you very much for your suggestions.

@Helmut:  The NIC Speed&Duplex was set to "automatic". See below.
@Sigi:         My file size of Hermes_Protocol_2_v10.3.rbf is 544KB;
                    I think I downloaded it from the correct site. However,
                    it does not matter, because the problem is that the
                    Bootloader does not find the board.
@Scott:      Yes, I restarted my PC after installing WinPCAP.
                   Yes, I tested the NIC and the cable with another device,
                   and it worked ok.
                   No, the NIC Speed&Duplex was set to "automatic".
                   I set it to 100Mbps/duplex & metric=1 this morning,
                   but this did not help.
@Tom:       I use Windows firewall only; I disabled it this morning,
                   but this did not help.

This morning I added the Bootloader to the programs not to be
blocked by the firewall, but this did not help either.

So, according to Scott, the problem most probably is a faulty Bootloader
image in the FPGA.
Or, could the Ethernet Transceiver IC (U13, KSZ9021) be the culprit?
Is it possible to tell this from the green LEDs on the LAN connector?
When I switch on the board, the one on the left is permanently on,
the one at the right first flashes at irregular intervals, then settles
down to a flash about every 3 seconds .
This does not change when I start Bootloader and click on
"Test for Bootloader".
The red Status LED on the front panel of HERMES is permanently on.

When I set the NIC to a fixed IP address & metric=1 the LEDs show
the same behavior.
