[hpsdr] Help with Hermes VNA

Make sure that you have the full .Net Framework 4.0 installed or feature-enabled on your Windows 10 system.  Try running the program 'as administrator'.

I know that the source is on the archives, but it's well-hidden, and very dusty.

Yes, that is my problem.  I don't remember change to Hermes VNA.  My 
version is
v 1.6.0, 11 Nov 2012.
