[hpsdr] Bootloader for CW Skimmer

Sorry, I probably posted a lot of nonsense. My last Atlas operation
under win 10 and PowerSDR was probably together with Metis. Together
with Ozy I get the message: invalid firmware: Ozy 2.8 and Mercury 3.4.

Maybe the installation of a Oracle virtual box with win XP could be an
option for Joe when using a new win 10 machine.

Sorry again for possible confusion.
