Or consider that maybe you're trying to write the configuration file back
into the program directory, which you could do in WinXP, but not a chance in
Win10 (or Vista or anything after Vista, like 7, 8, 8.x)

There is a command line switch for PowerSDR to tell it where its
configuration file is.  PowerSDR is largely maintained these days by people
with closer ties to Apache Labs.  Apache Labs has pushed the development of
PowerSDR so that it is able to work with the Apache Labs radios.  And
provide development hardware to those developers.  Kudos to Apache Labs for
being so foresighted.
