<pre wrap="">Remember too, there is a lot of lobbying that goes around by the manufacturers who would prefer to make sure their own <u>proprietary</u> solutions get favored. Once those proprietary systems get a foothold, those manufacturers will control the development and the <u>obsolescence</u> of the technology.
You can be sure that the "FUD" factor is being spread around to create fear that "hackers" can program any frequency that they want in a transmitter. There is probably some truth to that!

What I suspect is really going on is that the lawyers in the FCC
would really like to be able to directly control what frequencies &
modes an SDR (aka "cognitive radio") user can utilize (TX & RX) while
preventing anyone with an engineering background from being able to
override the lawyers decrees. That makes the control of information,
as desired by certain commercial interests, government agencies and
even governments, much easier to accomplish.
