[hpsdr] Update Atlas Construction Notes

Hi Steve,

this is a good one. I feel sorry for Ray, misspelling his callsign.

It's worth two beers.

The corrected version is already uploaded on the hamsdr site.
The upload feature is misleading a little bit because first it uploads and then
it tells you that you have to change the file name because there is already a file with 
the same name.

But obviously the old file will be overwritten with the new one keeping the id.

One learns something new every day.
