[hpsdr] Atlas Power Supply

Phil-
What are the current limits of the power traces on Atlas?  Or are they
all individual planes?

Actually we don't use the -3.3V supply on the Atlas bus.  Atlas has the
following supplies:

+12
-12
+5
-5
+3.3 (not really necessary since this can be derived from the +5V 
+supply)

-3.3V can be derived from the -5V supply, so this is not an issue
either.
