Jay,

They are actually planes on layer 3.   The -12 and -5 are the most
narrow planes, but as I recall, the most narrow is 0.250" (-5V).  The
width of the planes are proportionate to the current capability of the
ATX supply - you could probably have a nice meltdown if you are not
careful.  That is why we recommended using a current limited supply
for development and testing.

The stack-up is:

layer 1 - GND
layer 2 - Y BUS
layer 3 - PWR
layer 4 - X BUS
