[hpsdr] Code::Blocks and SDCC for OZY firmware

Hi all,

Is there any objection to me using Code::Blocks as an IDE for SDCC
firmware development on OZY?

SDCC is the open source Small Device C Complier used to develop the
firmware for the Cypress Cy7C68013A (FX2) USB microcontroller on the
OZY board.

Code::Blocks is an open source C/C++ IDE that happens to support the SDCC.

Code::Blocks does Windows and Linux.

Having an IDE helps keep the firmware files together in a project
file.   It will also generate a makefile for those who prefer to
compile at the command line.

There are other open source IDEs out there, but Code::Blocks supports
SDCC so that's why I chose to use it for developing the firmware for
the FX2.
