[hpsdr] Gibraltar fanning out clock and 1pps to HORTON/CASMIR/MERCURY/..

Dear Phil,
nobody said interferometry is not hamradio.. we just have never (?)
tried it before, lacking the hardware!

Imagine the follwing situation: having an Phase-3 satellite in apogee
and gathering PRECISE recordings from let's say 20 stations with
almostidentical hardware spread over the hemisphere. I bet this will
push ranging to the next level :)
