[hpsdr] Code::Blocks and SDCC for OZY firmware

Good deal -- making the code approachable to folks that don't do this stuff 
all the time is a *GOOD THING*.   We need more folks pulling up a keyboard 
and writing some code and an IDE certainly makes that a bit easier to do 
for someone new to it.
