[hpsdr] Project tool documentation?

I wonder if it would be helpful if the project leaders would put a section 
in their WIKIs that would document the current tools used at each step of 
the development process. Perhaps a bit of commentary about tool choice 
criteria and current version levels. This isn't meant to start a big 
discussion about tools but just to get the documentation in place.

If it's too early to do that for some of the boards that's understandable 
but the tool chains are buried in the discussion archives and its a bit 
difficult to follow.
