[hpsdr] parts kit vs mounted SMT

Ray, I suspect that it will realistically break
down into:

a.) board only

c.) fully assembled

Throw b.) in there and you have two sets of part
inventories, one for the assembler and one at TAPR.
Besides, the folks who enjoy the soldering process
probably already have many of the parts on hand.

After a half-century of soldering, I'd rather spend
my time experimenting with what it can do and tinkering
with the software, than soldering and trying to find
my soldering errors.   :)
