DDS, I think.

The main plus is low phase noise and easy to make, the downside is 
spurious outputs.

(c) Fractional-n design like that described by Oleg Skydan in Nov/Dec 
2003 QEX.

Low phase noise, not too difficult, far fewer spurs than DDS, locked to 
a reference oscillator.
