Plus the design needs to be able to work for the VHF, UHF and Microwave bands, with the substitution of a higher frequency VCO.

Don't worry, we are going too fast for ourselves. We found a little
hiccup. Phil C proposes doing a PLL but I wanted to do all of that
digitally. I am doing calculations that show if this provides better
performance but at the cost of an FPGA and if so, is it worth the extra
cost and complexity.
