Sorry, catching up with the e-mail ...

I thought design was for a fixed clock on MERCURY.
I agree with the external LO on HORTON and CASMIR for two reasons:

(a) anyone can use whatever design they would like for the LO (modular building blocks)
(c) an off-board LO can make it easier to put adequate rf shielding in place

Nope, I don't think anyone is saying that yet...  and why would we
need any kind of VCO on Mercury?  The Mercury was have a fixed sample
clock... but possibly supplied from an external off-board source.
