[hpsdr] [ATLAS] Schematic and documentation update 08 March 2006

Hi group,

I added 6, 0.1uF bypass caps per supply on all power supplies (+12,
-12, +5, -5, +3.3).  There is also 1 tantalum cap per supply.  The
schematic and documentation are updated at:

I will post the gerbers ASAP also.
