[hpsdr] [ATLAS] Schematic and documentation update for 09 March 2006

Changes:

1. Added terminals (T7, T8) for connection of PWR-ON switch for ATX
power supply.  If you don't want a power-on switch, these terminals
should be jumpered on the board.

2. Relocated some of the +5V bypass caps for aesthetic reasons.

3. Updated date on top layer board marking.
