[hpsdr] Costs - Atlas

We are already at 30 orders on the Atlas. Using Phil_C's quote that puts us
at a board cost of about $39.

If we get to 50 we will be at about $23 minus any testing. There is still
time for us to check the Gerbers for final check. I am not rushing to
production, just throwing out some early possible pricing.
