[hpsdr] SVN Update

Hi all,

This morning I committed some SDCC FX2 firmware to SVN.  It was some
of the stuff I had been doing for the earlier HPSDR FPGA-USB board. 
We can use it as a base for the Lionheart firmware.  It uses the SDCC
compiler.  Between this and the USRP's firmware code we should have no
problem getting it going with the Cyclone II.
