[hpsdr] Starting BOM already

Ok, here's the latest BOM for Atlas.

This one shouldn't obviously fail. Thanks to Phil's [N8VB] digging, this
one runs only 3mA in the LEDs that are rated at 10mA nominal. I picked
green because I like green. Any further comments?

BTW, I removed the other datasheets as now irrelevant.
