[hpsdr] Interim Lionheart board

I've nearly finished the schematic for the interim Lionheart board, and have 
uploaded it here:

I need to add the bus connections, but that won't take long. As it stands, 
it makes a nice general-purpose FPGA board, which will enable us to check 
out the basic functionality of the system, and won't cost all that much to 
have made.
