[hpsdr] Starting BOM already

I'm for closing down the orders, with warning in a few days, and going to
production. At this point I would like to go with Phil - N8VB's, mfgr, since
he has already gotten a quote we can play with, and puts the board at about
25 bux +/- plus junk fees.

What does everyone else think?

FedEx just delivered the parts for my first Atlas board. When can I get
started?
