I finally got a reply from the picoPSU-120 folks.

"PicoPSU-120 does not require a minimum load resistor to keep from
latching off."

only other thing I can think of that I still need to work out is the
load resister for the ATX supply. From earlier comments around here, I'm
not sure if the picoPSU-120 needs it or if every ATX supply needs one...
