[hpsdr] Janus Beta Files Uploaded

I have uploaded to hamsdr the revised Janus Beta files.  This adds the 
second balanced audio connector as a 5-pin header to the schematic and 
to the PCB.

I also updated the copyright notices and referenced the TAPR OHL, and 
added a license file to the PCB zip.

Please look these over carefully.  I am especially concerned that a 
ground might have gotten ungrounded in the revision process.
