[hpsdr] How to upload a hex file to Ozy?

Hi Johan,

I think you end up building the .hex file into the FPGA image you're 
trying to do it.   Take a look at the RAM megafunction in Quartus 
(  http://www.altera.com/literature/ug/ug_ram.pdf ) - I think it will 
do what you're looking for.
