[hpsdr] TAPR Open Hardware License

The preliminary draft of the TAPR Open Hardware License, and its 
companion Noncommercial Hardware License, are now published on the TAPR 
website and open for review and comment.

The following from John, N8UR:

"The first OHL article is up at http://technocrat.net. It's the top 
story (at the moment) on the main page, and you can get there directly 
via http://technocrat.net/OHL.  This will be the official place for 
comments during the comment period.

We also have the http://www.tapr.org/OHL page up and running.  I've not
yet created the OHL-modifications at tapr.org mailing list, but we won't
need that for a while.  I'll get it started when I get back home (I've
been out of town for the last few days)."
