No, the bare boards are just that: bare boards.  I understand that kits 
are not planned on being offered at this time.

I suspect that many who buy bare boards will team up to arrange group 
buys of parts.  If you buy parts singly, the total cost of a bare board 
plus parts will be approximately equal to the cost of an assembled board.
