Hello Kevin,
 
I've received one comment that I missed a jumper between pins 7 and 10 of
the 25-pin connector.  And even though that jumper is missing, it still
works for me and others.  This schematic is the same as the one on the
Altera ByteBlaster MV data sheet.
 
We are still working on creating a kit.  More news as it develops.
