[hpsdr] New entry in the (almost) SDR arena

Both Quartus and ISE are free downloads.  There are limitations such as 
restrictions on some parts, but for the most part,  these do not impact 
us.  No freely distributable IP comes with them whether you pay or not 
so you will be relegated to the task of rolling your own verilog/VHDL  
but there are open source cores available from opencores.org.

The programming is the fun part anyway and it is really informative 
understanding the algorithm and doing the parallel optimization.  You 
will enjoy it.
