[hpsdr] Problems bringing up Janus/Ozy

Steve - I don't recall if this ever got answered or not.

There is one known issue where load_firmware or some of the other 
utils will fault as they exit  -- this appears to be a benign failure 
as things seem to work fine.

Ignoring the found new hardware can be problematic -- if no driver is 
assigned to Ozy then everything  in initozy.bat will fail since it 
will be unable to find the device.

Can you look with device manager (control panel, system, hardware, 
device manager) and see if the Ozy is listed after you plug it in -- 
it shows up under a section libusb devices or something like that.
