[hpsdr] Frequency Tuning Speed

Actually it is implemented as vendor commands over EP0.

I suspect some of the delays I have in the  FX2 code between sending 
commands to the DDS may be too long.  I'll add it to my list of 
things to look at ... won't be crushed if someone gets to it before I do.
