[hpsdr] Pandora Enclosure Project Proposal.

At some point, one thing I need to do for Pandora is get an idea on what 
people want to spend.

Once we're a little further along I'll probably post a poll question to 
solicit input.

One option I'm pursuing with Buckeye Shapeform is a case that would have 
a set front panel size.  The front would accept the End Panel described 
in the Pandora Proposal.  Then, the user could chose the length of the 
case desired:

* One length just barely longer than the boards for portable
* Another length that's got room to accept front panel controls

Buckeye has an enclosure series that's exactly this sort of thing.

Of course, the End Panel would fit both.  A logo front panel could also 
be supplied.
